A special study by the Congressional Budget Office (CBO), Moving the Marine Corps by Sea in the 1990s, examines the Administration plan and three alternative approaches to buying and retaining amphibious ships. The study was prepared at the request of the House Committee on Armed Services. The Administration has established a demanding goal for amphibious shipping. Meeting the goal would require enough shipping to transport 50,000 troops and associated vehicles, cargo, aircraft, and landing craft (vessels that ferry troops and equipment from ship to shore).
